 NIGERIA’S LANGUAGE POLICY AND ENGLISH LANGUAGE LEARNING IN ANAMBRA
STATE SECONDARY SCHOOLS

The poor performance recorded in the English language in the secondary
schools over the years is a perennial problem. The major cause of this
problem could be traced to the policy directives guiding language
teaching and learning in schools. The adequacy or otherwise of the
language provisions of the National Policy on Education on the
learning of the English language motivated this present study.
Specifically it seeks to determine (i) the extent to which the
National Policy on Education language provisions are adequate for the
learning of English as a core subject; (ii) the degree to which the
provisions for English as a core subject is implemented and, (iii) the
problems students encounter in learning English as a core subject. To
achieve these objectives, primary data were collected through
questionnaire and interviews from a sample of four hundred and
forty-eight respondents consisting of two hundred and eight English
teachers and two hundred and forty SSS III students. The sample
population was spread across the six education zones in Anambra State.
The findings revealed that (i) The National Policy on Education (NPE)
language provisions for learning English as a core subject is largely
inadequate (ii) The implementation of the language provision for
learning English as a core subject leaves much to be desired (iii)
Students encounter numerous problems in learning English as a core
subject which includes among others inadequate allocation of time for
learning different aspects of English, insufficient qualified teachers
and affordable quality textbooks. On the basis of the findings, it can
be concluded that there is an urgent need to review the language
provisions of the National Policy on Education (NPE) so as to enhance
the learning of the English Language.
