I'd love to hear about the UN policy/practice.
My husband was a volunteer election monitor for OSCE in Kosovo (twice) and
the Ukraine (Orange Revolution), and I got the impression from his
accounts that the teams of monitors (usually of several nationalities)
were provided with an English-speaking interpreter through whom they
communicated with quite a wide range of the local people (there were UN
peacekeepers in Kosovo the first time and they communicated with the
monitors in English but I don't know about the UN people's dealings with
the locals). If you're in a 'live' war zone, it's probably lots harder
than that!
