Fishman wrote a 1969 article that you might find useful on this point:

Hi everybody ,
While teaching today to my graduate students :
the national vs official language dichotomy, I was faced with some incoherence in the definition :
For example : national language is being defined as the language used by the majority of people of the speech community , to reflect the unity of its speakers and is used for correspondence .
However , many national languages are just used by minority people !
So, is it possible to call SOME national languages  regional or local languages since they can be used by their group of people who use them in a particular area/region like tamazight in Algeria and other national langauges in India  ?
