Language Legislation Group Moves For Granting Language Regional Status

The working group for perfecting language legislation has moved
forward with an initiative of granting language regional status by
decision of the Verkhovna Rada, a workgroup member, professor at the
Kyiv-Mohyla Academy National University Volodymyr Vasylenko has
announced at a press conference.
"The Verkhovna Rada will make the final decision," he stressed.
In his words, in the bill prepared by the workgroup the approach
towards granting regional status to language is completely changed.
Ina accordance with the prepared bill, regional language can be
provided only for a territorial community within a village, township
or town.
If collect signatures of 30% of territorial community residents for
granting language regional status, relevant village, township or town
council sends a corresponding petition to the regional council, which
in its turn petitions the parliament.
The Rada in its turn passes a law on support and protection of
regional language within the bounds of village, township or town.
Vasylenko also remarks, the workgroup is also initiating amendments to
the nomenclative framework of the language policy law, indicating that
usage of the state language is obligatory when exercising authorities
of state bodies, including local self-government ones.
As Ukrainian News earlier reported, the working group of perfecting
the law on language policy has initiated raising the minimum of native
speakers of language required to grant it such status from 10% to 30%.
As Ukrainian News earlier reported, President Viktor Yanukovych signed
on August 8 the Law on the Principles for the State Language Policy,
which provides for official use of regional languages in the work of
local government agencies on territories where at least 10% of
residents are native speakers of the relevant language.
On the same day the President tasked the Cabinet of Ministers with
establishing the working group of outlining and bringing forward
systemic proposals to improve the legislation on the use of languages.
