Description
Position: Consultant- English Language Policy and Planning for
Afghanistan English Curriculum and Educational Policy Project
(Indiana University, Center for Social Studies and International Education)
Position Location: Kabul, Afghanistan and home country
Position Duration: The duration of this position is expected to be
11/01/2012 to 06/30/2014 for 80 days per year. The time spent in
Afghanistan will be up to 40 days per year and is anticipated to take
place in January, February, July, and August. The policy specialist
will continue to participate in an advisory capacity and provide
support at-a-distance when not in country for an additional 40 days
per year.
The Center for Social Studies and International Education (CSSIE) at
Indiana University seeks an English Language Policy and Planning
Consultant for the Afghanistan English Curriculum and Educational
Policy Project (AECEP). The AECEP project uses the Ministry of Higher
Education’s Common English Curriculum Framework as a structure and
guide for (a) establishing an English Policy Unit at the MOHE that
will develop English policy through a Strategic Plan for English and
liaise with English departments across the country, (b) establishing
two national English Language Resource Centers—one at Kabul University
(KU) for English Language and Literature (ELL) departments and one at
Kabul Education University (KEU) for English Language Teaching (ELT)
departments in faculties of education, (c) refining a national English
language undergraduate curriculum for the Core English Language Course
requirements in all English Departments, (d) producing guidelines for
specialized English programs, curricula, and standards in ELL and ELT
departments, and (e) developing materials as guidelines for English
for Specific Purposes programs.
Essential Job Functions:
The policy consultant will serve in an advisory capacity throughout
the project and travel to Afghanistan for one to two weeks per quarter
to offer in-service training to a number of stakeholders. The
consultant will work in conjunction with the Project Director and help
establish the English Policy Unit at the Ministry of Higher Education.
The policy specialist will conduct workshops that assist MoHE
representatives in developing a Strategic Plan for English that will
include:
outlining the responsibilities of the English Language Unit at the MoHE
outlining the responsibilities of the two national English
Language Resource Centers
refining policies and standards for hiring new English faculty
reviewing and refining the criteria for English faculty promotion
addressing the issue of faculty levels of English in all
departments including creating a database of all faculty, their
departments, and their English levels
refining policy for the development of the junior faculty
refining policies and procedures for managing special projects,
such as recruitment and selection guidelines for donor programs and
scholarships.
creating protocols for fair and secure English testing and the
refinement of a transparent process for scholarship application and
selection.
Education: Graduate Degree, Ph.D. preferred in Education Policy.
Experience: Technical expertise in the project’s core technical areas
(English language policy and planning, higher education in developing
countries, and institutional capacity building); Experience working in
international higher education (preferred prior on-the-ground
experience in Afghanistan or Central/South Asia); Cultural sensitivity
and understanding of diverse societies; Excellent communication
skills, including academic fluency in English; Ability to manage a
complex field program involving multiple stakeholders; previous work
on U.S. government funded projects; experience in a
conflict/post-conflict environment.
