[lg policy] New temporary moderator

All:

I am going to be away from home for about 10 days, and won't have
ready access to a computer,
so I've asked Dave Sayers <dave.sayers at cantab.net> to fill in for me
in the meantime as moderator
of this list.  Dave has been a prominent contributor of new and
interesting messages recently, so
I think he'll do an interesting job of it.

Because of burocracy and net security issues, he won't be able to
enroll new members or eject troublemakers, but we haven't
had any of the latter in years, so there's no problem there.
