‘Pop-Tarts’ language added to zero-tolerance policy

PANAMA CITY — School Board members tentatively approved additions to a
policy that prevents students from being punished for simulating imaginary
firearms.
The additional lines added Tuesday to the zero-tolerance policy protects
Bay District Schools students from being punished for making an imaginary
“firearm or weapon while playing or wearing clothing or accessories that
depict a firearm or weapon,” the policy states.
However, a student may be disciplined if the simulation becomes
“substantially” disruptive to student learning or causes bodily harm or
fear of bodily harm. The additional language was taken directly from the
so-called “Pop-Tarts” bill Gov. Rick Scott signed into law in June,
according to School Board attorney Franklin Harrison.
Tuesday’s vote of approval was for advertising; the policy will return to
the board for an official vote following a later public hearing.
