 Malayalam made mandatory for official use

THIRUVANANTHAPURAM: The Administrative Reforms (Official Language)
Department has issued a circular asking the government department  heads to
ensure that mother tongue is used as official medium. Department Secretary
K R Jyothilal said in the circular that the government has already made it
clear that Malayalam would be the official language. In case of a necessity
in preparing a file in English, the note related to the file should be in
Malayalam medium.

In the circular it has been pointed out that despite the long-pending
instructions to ensure that the official language should be Malayalam, no
department has been following the instructions. Department heads have been
asked to take steps to use Malayalam for official activities. If officials
fail to act, disciplinary action should be initiated against them.

As per the circular, the translation cells in each department should
urgently translate the code, manual, substitutes and  forms into Malayalam.
The same should be sent to the  Official Language Department in three
months.

The name of the office, vehicles, posts, office seals etc. should be in
Malayalam. The Secretariat departments,  other departments, PSUs and
semi-government  / LSG  /Cooperative institutions should issue orders,
circulars and other communications in Malayalam.

The district-level official language committee should be formed and its
meeting should be convened from time to time. The personnel register and
attendance should be prepared in Malayalam. The department heads have been
asked to convene a meeting of their employees in this regard and convey
the  directives in a serious manner. The lapses on the part of the
employees in implementing the official language policy of the government
would be examined in a proper manner.
