For the record, 'courriel' is not merely 'often used' in Québec; it's 
been the word in common usage for some years now.

This seems to refer to similar guidelines that have been in place in 
Québec targetting those agencies, institutions and commercial 
concerns where work relations are subject to an overarching 
anglophone influence. Québec is a francophone culture that has been 
at high risk surrounded, as it is, by anglophone influence. The 
Office Québécois de la langue française is a regulating body 
sometimes at the heart of controversy. And sometimes referred to as 
the language police, especially by a portion of Québec anglophones 
because of regulations favouring French over English in business 
usage.
