Pronunciation of 'harass'?

Hi Linganth people,

Could anyone enlighten me about the different pronunciations of 'harass'
and 'harassment' according to whether the first or second syllable is
stressed?  Is it regional, generational, other, or idiosyncratic?  I have the
feeling this question has been discussed somewhere, sometime, but I dont
remember where/when!
