[Linganth] Another description of middle finger greetings

Here is a historical research project that might shed some light on
the issue of middle finger greatings. Looking through the web site
dumblaws.com I saw this one from New York State:
Citizens may not greet each other by "putting one's thumb to the nose
and wiggling
the fingers".

I'd love to know how that law got on the books! I couldn't find any
independent verification of this law, so it could be an urban legend.
But it sounds crazy enough to be true.
