As a former employee of JSTOR, I suggest both writing JSTOR customer support AND talking to whoever manages serials/electronic resources in your library, as they will likely have a contact person at JSTOR that they are probably familiar with and can approach in less of a "random feedback from users," kind of way, if they should decide to pursue it. However, I've never noticed that JSTOR has done a particularly good job of indexing or archiving linguistics journals. (When I was working there, in 2004–2005, pretty much the only thing they had was American Speech. And maybe Language.)

You might also try inquiring with the AAA; what journals are archived/indexed is a matter of the contract between JSTOR and the publisher, and if JLA isn't in there, perhaps the AAA or the SLA might have had a reason for keeping it out? Pushing the AAA/SLA to include JLA in JSTOR might even be the best thing to do, since again, someone in the publishing arm of the AAA will have a contact at JSTOR they can go to and say, "You know, let's include JLA too, what do you think?"

As for searches, honestly, I mainly use Google Scholar. Imperfect, but if I'm logged into my university's VPN, I can then go get it from whatever source is most convenient. Sometimes that's JSTOR, sometimes it's not. (I VERY STRONGLY support JSTOR as an archival project, but as an "I need this article NOW" resource, it quite often falls short.)
