[Linganth] Comments needed! Proposed IRB changes

One important change is that they are proposing a set of categories that
would be entirely exempt and not requiring any type of IRB review. This
discussion is under Section II.A.2 and starts on p. 53946. "Explicit
exclusion of activities from the common rule."
One of the problems is that because it's the "Common Rule" large sections
of the document deal with issues involving biosamples which would
presumably only be of interest to physical anthropologists. So you have to
sort of skim over those sections to find the social science research parts.
