[Linganth] PhD programs for deaf studies

Hello,
I have an undergraduate who wants to pursue doctoral research on
communication among deaf people, their families and communities in Puerto
Rico. What are some good programs I can point her to, either in North
America or Europe? She's interested in anthropology but would be open to
programs like sociocultural linguistics or applied linguistics, as long as
there is a stong emphasis on social theory and ethnographic research.
