The ACT Washington Office wants to call to your attention
seven Bilingual Education Grant programs recently announced
by the U. S. Department of Education.
Although this information MAY ultimately appear on the
Department's gopher and web sites (gopher.ed.gov and
www.ed.gov), you should be aware that the Department is
still trying to streamline its operation. The Department is
requiring a self-addressed label and a summary of which
package/s you wish. This message is designed so that you
can send it by snail, with a designation of which packages
you want, along with the self-addressed mailing label to:

The DEADLINE for each is May 30, 1995. General details of
the Grants follow:
BILINGUAL EDUCATION - COMPREHENSIVE SCHOOL GRANTS
Purpose: School-wide bilingual or alternative
instruction to improve programs English skills
in schools with at least 25 percent population
of limited-English-proficient (LEP) students.
AWARDS: Up to 160 grants ranging from $150,000 to $400,000.
ELIGIBILITY: One or more local education agencies (LEAs)
(may be in cooperation with an institution of higher
education, community based organization, and/or state
education agency).

BILINGUAL EDUCATION - SYSTEMWIDE IMPROVEMENT GRANTS
Purpose: District-wide bilingual or alternative
teaching programs to improve local programs
serving significant number of LEP students, in
which the LEPs are at least 1000 students or at
least 25 percent of the student population.
AWARDS: Up to 25 grants ranging from $200,000 to $1.0
million, with preferences to applicants serving designated
empowerment zones or enterprise communities.
ELIGIBILITY: Same as above.

BILINGUAL EDUCATION - PROGRAM ENHANCEMENT
Purpose: Expand/enhance existing bilingual programs
serving LEP students.
AWARDS: Up to 180 awards of $125,000, with preferences to
applicants serving designated empowerment zones or
enterprise communities.
ELIGIBILITY: Same as above.

BILINGUAL EDUCATION - FIELD-INITIATED RESEARCH
Purpose: Research of activities to improve bilingual
education and alternative instruction for LEPs.
AWARDS: Up to ten awards averaging $100,000 for up to three
years.
ELIGIBILITY: State and local agencies, institutions of
higher education, and other organizations that have received
within the last five years any Title VII funding (subpart 1
or 2 of part A).

BILINGUAL EDUCATION - NATIONAL PROFESSIONAL DEVELOPMENT
INSTITUTES
Purpose: Funding for improvement of professional
development for those serving LEPs.
AWARD: One award for $500,000 for up to five years.
ELIGIBILITY: Institutions of higher education in consortia
with state or local education agencies.

BILINGUAL EDUCATION - STATE GRANTS
Purpose: To collect data on LEP population and the
programs and services available to LEPs.
AWARDS: Up to 47 awards ranging from $100,000 to $710,000.
ELIGIBILITY State education agencies.

BILINGUAL EDUCATION - TEACHERS AND PERSONNEL GRANTS
Purpose: To fund preservice and inservice professional
development for persons serving or planning to serve
LEPs.
AWARDS: Up to 33 awards of up to $170,000 for up to five
years.
ELIGIBILITY: State and local educational agencies proposing
inservice professional development programs, and
institutions of higher education entering into consortia
with state and local educational agencies.
