of contemporary Chinese.

Subject: Word-initial [h]
Just read the phrase '...an historical survey'. Phonetically, the
determiner is pronounced with a schwa but why is it written 'an'? In
other words, what determines whether word-initial [h] is to be treated
as a vowel or consonant?
