Meeting Description:

Legal translation has been established as an official practice by the
French protectorate to
communicate officially in both French and Arabic with the Moroccan
population and with
French residents. The French administration managed to set up a
durable tradition of
bilingual official communication reflected most ostensibly in the
publication of the
Government official texts simultaneously in French and Arabic in the
Official Bulletin. This
tradition continued after the independence as the Moroccan Government
maintained the
same official bilingual communication in the administration.

The languages involved in legal translation in Morocco are basically
Standard Arabic and
French given the special roles and status of these two languages,
although French is not
recognized as an official language in the country. Being a national
and official language,
Amazigh has also entered the domain of legal translation. Recently,
efforts have been
deployed by the Moroccan institutions concerned to transfer key legal
literature into
Amazigh. Other (non-official) foreign languages such as Spanish and
English are also
increasingly used in legal translation, especially in private legal
documents.
The practice of legal translation in Morocco is mostly undertaken and
supervised by the
Ministry of Justice and the Secretariat General of the Government and
the Association of
Sworn Translators in Morocco. The three institutions work in
complementarity to produce
and/or validate most legal documents circulating in the country.
Education and training in
legal translation, on the other hand, are taken in charge of by King
Fahd School of
Translation and few other academic institutions. Official Amazigh
translation is conducted
by the recently established Royal Institute of the Amazigh Culture.

The present conference intends to convene scholars, professionals and
students active in the
domain of legal translation to address key issues, challenges and
perspectives of the activity
in Morocco. The conference will be an opportunity for participants
from different
backgrounds to discuss the problems and propose ways to enhance and
coordinate more
efficiently the actions of the institutions and parties involved in
legal translation. The
conference will therefore address the following issues:
- The impact of legal systems and legal culture peculiarities and
difference on legal
translations;
- The status of French as a de facto official language;
- The consistency of the language of legal drafting in Morocco
especially in certain legal
codes;
- Legal translation into Amazigh: needs, challenges and perspectives;
- Terminological issues in legal translation;
- Phraseological issues in legal translation;
- Education and training of legal translators;
- Law co-drafting in Morocco;- Discourse in legal translation;
- Legal translation and the challenges of legal security;
- Ethics in legal translation;
- Translation & technology;
- Plain language in legal language.
