Meeting Description:
Background:
Language policy in education in Morocco has long been a subject of a
heated debate among researchers, activists and politicians. The
launching of an incomplete Arabisation project after Independence kept
the entire scene of languages instable in education and encouraged a
bulk of arbitrary projects and plans that complicated students’
education. The years 1965 and 2023 marked turning points in the shift
from Arabic to French by the Ministry of Education after assuming that
Standard Arabic was the main reason behind the decrease of education
standards. French is now used as a dominant language of science
disciplines in high schools and university while Standard Arabic is
confined to literary subjects and faculties of humanities and law. The
supremacy of French has also its impact on the use of Amazigh, which
is facing various problems in education. Nowadays, the Moroccan
linguistic scene witnesses a growing spread of English as an
international language in education. Factors such as globalization and
Moroccan openness on Anglo-Saxon countries made of English a serious
competitor to French in scientific research and higher education in
Morocco. The new reform of the university system opens the gate for
English to improve in science universities and technical schools. This
new comer, of course, will have its effect on the linguistic situation
in the society, which necessitates a substantial work on reforming the
language policy in a way that preserves the rights of local languages
and navigate the tensions existing between English, French, Standard
Arabic and Amazigh.
Aims of the conference:
The aim of this conference is to bring researchers from different
disciplines to discuss the challenges facing the current Moroccan’s
language education policy and offer some suggestions for developing
the use of both western and Moroccan languages in a pragmatic and
democratic way. Participants are required to communicate their ideas
on language planning problems in all education levels in Morocco and
to provide their opinions on ways to develop languages learning in
high school and university.
Scope:
Participants are invited to write on the following topics which will
cover the subject under study:
- Multilingualism and education
- The wide use of English in scientific universities
- The issue of linguistic tensions and its impact on education
- The status of Standard Arabic and Amazigh in education
- The use of mother tongues in elementary education
- The hegemony of French and Francophony
- Problems of language acquisition
- The impact of globalization and new media of communication on
language use in education
- Literacy campaigns and the question of languages of
instruction
- Artificial intelligence and language learning
