Symposium theme: The social and political impact of different norms
and registers of personal names
There are different linguistic, administrative, and legal norms that
regulate the registration and change of personal names. In Brazil, the
Civil Code and the Public Records Law establish rules for civil
registration, which were recently amended by Law No. 14,382/2022.
Among other measures, this law has relaxed restrictions on changing
given names. On the other hand, electoral legislation regulates the
registration of ballot names, and a recent change aimed to standardize
the use of ballot names that include designations of groups or social
collectives, whose use has increased since the last elections.
In the case of trans individuals, in addition to Decree No. 9,727/2016
and other state and municipal regulations, there are administrative
regulations, such as those in higher education institutions, that
govern the use of social names. These various regulations have
significant impacts on society.
Given this context, this symposium aims to discuss such impacts in
light of the theoretical principles of Socio-Onomastics (Ainiala,
2016; Walther & Schultheis, 1974) in dialogue with other fields, such
as Law (Amaral, 2020; Teutsch, 2016; Walkowiak, 2016). Papers
addressing civil name registration, the implications of name changes,
the use of ballot names, social names, and other types of names
subject to registration and control in our society will be accepted.
Among the aspects to be considered are the factors involved in the
attribution and modification of names, including the social name of
trans individuals, as well as the recognition of a name as a
personality right and, as some authors argue, as an integral part of
human rights.
