31st March/1st April Association of Scottish Small Scale Broadcasters
A few weeks ago the MP Brian Wilson suggested that £30 million should be
made available for a Gaelic television station. This idea does not go far
enough. The conference calls upon the government to allocate this level of
funding to a multi-cultural and multi-lingual broadcasting agency for
Scotland. This organisation would support broadcasting in our indigenous
languages, Gaelic and Scots and the languages of minority ethnic
communities, providing a platform for cultural expression, news
dissemination and entertainment through the medium of the different
minority languages. The opportunities for advancing equal opportunities,
life long learning and for combating social exclusion through such an
organisation are considerable.
Linking with already established community broadcasters would make the
implementation of such an organisation much easier and the bulk of the
money could be devoted to programming at both local and national (Scottish)
levels. The government has made much of its intention to sign up for the
European Charter for Regional or Minority languages with consequences for
Gaelic and Scots but has so far not extended the same consideration for
other minority languages. This project could also be used to develop a
methodology for ensuring all language communities in the UK have access to
some level of broadcasting reflecting their own cultures and history. It is
therefore suggested that the ASSB Conference endorse this idea, present it
to the media and approach Mr Wilson, and representatives of all the
language communities in Scotland with an invitation to support this
concept.
