Could be just a variation of Bar Stall or like?
I know like a family name of mine, it was "De Hayden" or "De Haydon"
and later Hayden or Haydon. Based from what I can tell a variant of
Hay Town/Haytun or like.

Yes there is a Town in kent called Borstal, quite intrigiungly. I shall
endevour to look it up as soon as I'm at home (as this is my College email)
in my Dictionary of English Place-Names.

Funnily enough, there is a town not so far away called "Dunkirk" [sic],
which is a Dutch name. I'll also look that up for posterity too.

The place name gave it's name to the institution (it was the first)  In
Britain, prisons are normally referred to simply by the place they are
named after: thus Her Majesty's Prison, Wormwood Scrubs, is simply 'The
Scrubs', and Her Majesty's Young Offenders Institution, Borstal, is
simply 'Borstal'.

Ekwall has the etymology as 'boar's hall' (hall not meaning hall, but in
it's OE sense (whatever that was, I cant remember - sorry, dashing this
off before I go to work, and it's snowed!!! so I have to clear my car
first!))
