In his "Kortfattad svensk språkhistoria" Gösta Bergman says (my
translation):
"Of interest for dating is that Viking settlements in England and Normandy
do not have `sta(d)' [E. -stead] names but many in `by', which can be
interpreted as showing that the latter was productive longer than `sta(d)'.
While this may be true in one sense (I haven't looked into the dates
involved), the suffix "-by" in English place-names is usually taken to
represent a Danish settlement, ie "who" rather than "when" seems to be the
key issue.
