I'm interested in how widespread the use of the grapheme <s> for /s/ and /z/
is in Lowlands and other Germanic languages.

For example in Scots <s> is pronounced /s/ when in contact with unvoiced
consonants an /z/ when final after a vowel, a voiced consonant or medial
between voiced sounds.

i.e in plurals dugs, hooses, pairts etc. and words like his, hers, us, is,
uise, cruisie, bessom etc.

I assume English is the same.

Do the pronunciation 'rules' described above occur in other Lowlands and
Germanic languages?
Do they differentiate /s/ and /z/ orthographically or only use <s>?

What about Anglo-Saxon?

Any help would be appreciated.
