Colateral languages
Linguistic, sociolinguistic and glottopolitical problems concerning
linguistic proximity

Specific objects
The varieties or idioms - 'languages' in general meaning - we consider
here were described for a long time (previously with consensus) as
'dialects' or 'patois', but not as 'languages'. One feels them as being
close - too close - to the dominant or standard language ('roof language
') to which they are historically linked by their mutual development.
They are for the most part said to be in a state of decline or
endangerment - yet some of them for the last two centuries! Despite
these fuzzy images, they are locus and means for affectivity and acts of
cultural identity, and people claim them as 'languages' in the sense of
the European Chart.
These objects provoque a sort of embarrassment amongst politicians and
contradictions even among linguists. We propose to compare and discuss
several cases and descriptive concepts under the name of 'colateral lang
uages' - this term will also be discussed.

Behind the terminology
Much research on 'dialects' has led to propose many classifications of
objects : language/dialect, national/regional languages, di-,
tri-,tetra-, poly-glossy, H, M, B varieties, colinguisme,
badume/standard/norme, etc. each of them finding good illustrations in
some particular cases.
Some rigourous scientific knowledge present itself in a more dynamic way
as a recognised process: Ausbau/Abstand, reconnaissance-naissance,
individualisation, minorizing, tectic/cratic functions,  heritage/
nationality / identity processes, normalizacio, glottophagy/glottotomy,
divergence/convergence, etc.

State of art about precise questions
- how to objectivate and evaluate linguistic distance/proximity
(similarity/dissimilarity)
- what is the part of 'filiation' ('genetic') in 'proximity'
- why do some people want - whilst others refuse - their speech to
become a 'language'
- how to describe which roles are auto- and hétéro-representations in
the status of these varieties, in linguistic practice and policy
- What is the role played by institutions amongst linguistic practices,
and what is the actual role of the European community in
institutionalisation .

Practical implications
- do the supporters of these languages have, and must they have,
specific claims or demands ?
- which policies are applied to these languages at a European and
national level ?
- what sort of expertise do and must linguists adopt about these
languages ?
- how to relate policies on these languages and policies on other
regional and minority languages  ?
- how to relate policies on these languages and progress to
plurilingualism ?
- what is the future for these languages, in relation to the future of
their 'roof languages' ?

Depending on the proposed communications, workshop sessions will
eventually be organised under the titles :  Concepts and methods -
History - Case descriptions (roman, germanic, slavonic, etc.) -
Policies.

Please send as soon as possible :
- author's name  and institution, with postal and e-mail address
- title of the announced communication
- language and country dealt with (proposed)
- in which language will the communication be given (see 'Choice of
language')

To be received before 15th June 2001 :
An abstract of the proposed communication (maximum of 200 words) must be
sent - preferably by e-mail - to the Scientific committee at :
cep at u-picardie.fr
or directly to Prof. J.M. Eloy (see address on first page)
The scientific committee will confirm in July the accepted
communications.

Choice of language :  Please place a number in each of the languages
indicated below, ranging from 1 (preferred) to 5. Please, if you have to
exclude a language, put a 9 where indicated, and if several languages
are equally viable for you, indicate this by placing a 1.
