concrete:
in Dutch indeed it is called "gewapend beton" which refers to the
strengthening aspect.

I would translate the proverb as follows:
Mit'n laaien is beter warken as mit'n dummen.
This is how I would express it in my native Wippingen/Hümmling Low
Saxon.
