>The uvual [R] has in recent decades made some inroads to Lowlands Saxon
>(as well as Sorbian) due to pressures of Standard German phonology.
And from Dutch? I think in Twente and Drenthe uvualar r's can often
be heard in the local Low Saxon dialect, but more to the south, it
is more often apical. But both seem to occur everywhere.
PS. Not all Dutch speakers have this uvular r. I myself had to learn
it (for other languages), and still find it difficult. This in spite
of the fact that my mother uses it, though my father didn't.
