'eeuw' is not traditionally considered a diphtong in Dutch as it ends
with a half-vocal. Traditionally only 'ei/ij', 'au' and 'ou' are
considered diphtongs. The reason for this is that a "diphtong" as "ooi"
/oj/ ends with a half vocal:
mooi [mo:i] vs. mooie [mo:j@]
