Dear Lowlanders,

The government of the province of West Frisia is planning to abandon its
politics of official equality of Frisian and Dutch. In a recent proposal
they have asked the provincial parliament to agree with an advice to the
state's minister of education to lower the educational targets for Frisian
in primary education. The recent system instructs all primary schools to aim
at full literacy in both languages. Many schools have not tried this in the
past years and have been criticised for that by the ministry and the Council
or Europe. Instead of improving education, the provincial minister has
concluded that bilingual education is 'unrealistic' and wants to switch to a
Dutch system, with only a minor place for Frisian. The only target that
remains obligatory for Frisian is that pupils have to acquire 'a positive
attitude towards Frisian'.

We are a group of young Frisians, who have travelled around the world and
who have seen that in many regions in and outside Europe, and also in many
Frisian schools, bilingual primary education works very well. We are
demonstrating against the plans, because we fear that they are the beginning
of a change towards Dutch monolingualism, and because they show a disrespect
for the Frisian-speaking majority in West Frisia.

lêzen en skriuwen leare. In soad skoallen ferpoffe dat en dêr is fûle krityk
fan it ministearje fan ynlânske saken en fan 'e Rie fan Europa op kaam.
Ynstee fan it ûnderwiis te ferbetterjen hat de Deputearre fan kultuer
konkludearre dat twatalich ûnderwiis ûnrealistysk is, en wol er it Hollânsk
ta earste ûnderwiistaal meitsje, mei it Frysk op in Jan Poepsplak. Alles wat
der fan de easken foar it Frysk oerbliuwt is de eask dat learlingen 'in
positive hâlding' foar it Frysk oer ha moatte.

Wy binne in ploechje Fryske jongelju dy't in soad reizge ha en dy't sjoen ha
dat it op gâns plakken yn en bûten Europa, en ek yn Fryslân sels, hiel goed
mooglik is en jou goed twatalich basisûnderwiis. Wy demonstrearje tsjin it
útstel fan DS, mei't wy eangje dat it it begjin fan 'e ein fan it Frysk yn
Fryslân ynhâldt, en mei't it tsjûget fan in bedroefd bytsje respekt foar de
Frysktalige mearderheid yn Fryslân.

Beste Lowlanders,

Gedeputeerde Staten van Friesland willen de gelijkheidspolitiek betreffende
Fries en Nederlands laten varen. Ze hebben Provinciale Staten recentelijk
een voorstel voorgelegd om de minister van onderwijs te adviseren de
kerndoelen voor het vak Fries in het basisonderwijs te verlagen. Het lezen
en schrijven van beide talen zijn de huidige kerndoelen. Veel scholen
streven er niet naar die doelen te bereiken en zijn daarvoor door het
ministerie van binnenlandse zaken en de Raad van Europa scherp gekritiseerd.
Inplaats van het onderwijs te verbeteren, heeft de Friese
cultuurgedeputeerde de conclusie getrokken dat tweetalig onderwijs
onrealistisch is. Hij wil nu toe op een in principe op het Nederlands
gericht systeem, waarbij de officiële doelen voor het Fries zeer laag zijn.
Het enige verplichte kerndoel dat voor het Fries resteert is 'dat leerlingen
een positieve houding tegenover het Fries aannemen'.

Wij zijn een groep Friese jongeren die veel reizen en in veel streken in en
buiten Europa, en ook in Friesland zelf, voorbeelden hebben gezien van
doeltreffend tweetalig basisonderwijs. Het kan dus wel! Wij demonstreren
tegen de plannen van GS, omdat we vrezen dat die het begin van het einde
voor het Fries inluiden, en omdat ze getuigen van een gebrek aan respect
voor de Friestalige meerderheid in Friesland.

We hebben een petitie op onze site www.temal.tk gezet. Als jullie ons
protest steunen en jullie zouden dat laten blijken door onze petitie te
tekenen, dan zouden we jullie erg dankbaar zijn. Klik op de link linksboven

Welcome to Lowlands-L, Elbrecht, and thanks for your posting!

(I added your name at the end, because posters' names must always appear.)

Thanks for making us aware of the situation.  I myself have been reading
between the lines here and there that some European local and central
governments regret having signed the European Language Charter, deliberately
drag their feet and actually aim at reversing the trend toward affording
linguistic minorities greater autonomy, and they seem to be bent on denying
any requests for official recognition of further regional and minority
language communities. The Netherlands are a pertinent example: Zeelandic
requests have been denied, and some government officials seem to lend an
open ear to lobbying of Onze Taal in favor of the idea that having
officially recognized Low Saxon and Limburgish as languages in their own
right was a mistake never to be repeated.  I personally find it
disturbing -- as an indication of regression to nationalist-monopolistic
attitudes that are hostile to diversity (striving toward the creation of the
generic "Nationalmensch") -- to know that now there are attempts at
undermining and reversing the relatively little gain Frisian of the
Netherlands has made in its own territory, and I see this as alarming, as
demanding increased vigilance.  After all, you do not have to be a Frisian
nationalist and secessionist to expect respect and a decent status for
Frisian, to insist on the right of Frisians to be properly educated in their
own language.

I am speaking for myself here, not on behalf of Lowlands-L.
