you asked:

I have a house in the North Hampshire village of Hartley Wintney.
The Hartley part is Hart (Male Deer - also the name of the stream that flows
nearby) and Ley - meaning meadow - compare poetic 'lea'. This was lêa(h) in
Old English and is related to 'lôh' in Old High German, meaning low
brushwood or scrubland.
The Wintney part is from Winten's Island - The area has a lot of marshy land
so presumable this was an area which was dry.
