I'd like a reliable source for that claim. If that were so, many excellent
candidates would be ignored simply because they speak English with a
'foreign' accent (never mind jobs where English isn't necessary). Why would
an employer want to shoot themselves in the foot by ruling out otherwise
excellent candidates simply because of their accent?
To work for the EU, employment requirements seem to include:
"have a thorough knowledge of one official EU language and a satisfactory
knowledge of another; This does not mean you have to be fluent in your
second language." (http://www.eu-careers.com/workingfortheeu.htm)
For this job (http://europa.eu/epso/documents/avis-at-2d-ccr-ad5_en.pdf) all
that is required (linguistically) is the above and "a good knowledge of
English".
I think that is perhaps nearer the truth. A lot of jobs may well require "a
good knowledge of English". English being the lingua franca. Despite what
ever one may think of how English became the lingua franca, it is now
clearly the lingua franca of choice for many many people.
