I am doing something similar for Low Saxon at the moment. At
<http://nds.wikipedia.org/wiki/Bruker:Slomox/Plattgrenzen> I collect
geo-information on modern and former territories where Low Saxon
is/was spoken (sources for the borders are in most cases given in that
page). The result, rendered in a map, is visible under
<http://wiki.marcusbuck.org/Koort/Koort.php>. There are many areas
still lacking (mostly Plautdietsch colonies in Asia and America and
then the isolated settlements outside of the former German Reich in
Poland), but it gives a good outline of the territory.
I have not yet implemented any measure to distinguish former from
todays territory.
Similar things should be possible for Frisian too. You only need
sources for the information.
