 This ...(present tense speaking about the past) ....is quite common in
Scots spoken narrative, though rarely seen in writing. It seems to me that
in Scots people tend to slip into this manner of speech once the narrative
"really gets going".

Actually, now you mention it, it occurs in reported speech in England (and
probably USA) in non-standard speech:
"So I sez to her....an' she sez to me..."
Or in more modern idiom:
"So I go...and then he goes..."
