To Paul's list of failures Ireland could be added as an outstanding example.
I fully agree with Paul:
Governments cannot regulate these matters. The only thing they can do
if they are serious about preserving a language is to make it the primary
language of public life (education, media, administration). The rest will
take care of itself. And, I might add, teach the lingua franca (which,
alas, does not yet exist, de jure, on a global scale).
