It's exactly this "...and I sez..." formula that I saw explained and have
been unable to find. The scary answer is that I saw it in some book I
checked out of the university library and so will have to check my records,
check the books out again, and search for this. I'll start around the middle
of May.

Regarding Paul’s points below, I know there’s the construction (which I
usually associated with kids from New York in the 1930s and 40s), “Oh yeah?
Sez you!” The meaning is something like, “That’s just your opinion” or “You
can’t tell me what to do.”



Some others in the second person:



Ya pays yer money and ya takes your choice.

Ya pays yer money and ya takes your chances.

Ya gets what ya pays for.



Fats Waller was known for saying, “One never knows, do one?”



As for the historical present, it’s the typical way to tell a joke or relate
a humorous incident:



A priest, a rabbi, and a horse walk into a bar. The bartender says, “What is
this? Some kind of joke?”
