Updated Schemas for OLAC Language Technology Description

I've updated several of the experimental schemas I posted at
http://www.compuling.net/projects/olac

The major update is that the OLAC-Functionality schema now reflects the
classifications provided at LT-World (http://wwww.lt-world.org) rather
than the earlier ones from the HLT Survey.
