New report on OLAC infrastructure

Folks,

Gary Simons and I have recently written a 12-page report containing a
comprehensive and up-to-date overview of OLAC technical infrastructure.
The final draft, now under review, is posted at:

Although this paper is directed at a wider digital libraries audience, we
hope it will help workshop participants prepare for our technical
discussions.
