Using oai-pmh to Google-index dictionary content

Google is now indexing Open Archives Initiative Protocol
for Metadata Harvesting paths:
http://www.google.com/support/webmasters/bin/answer.py?answer=34655
   This appears to provide a way to index pages that are normally
generated dynamically; i.e.
  "http://www.imaginary-dictionary-url.com?target=frooble"
can be indexed (on google) with a string like "definition of frooble."
   Does anybody know if there is a minimalist way to use the
oai-pmh format for this purpose?  In other words, I don't want
to set up an OAI server.  Instead, I'd just like to create files that
mimic a server's response to queries like ...oaiserver?verb=Identify
and ...oaiserver?verb=ListRecords _solely_ for the purpose of
satisfying the Google indexing engine.
   I'd be most grateful if anybody could pass along a 'hello, world'
equivalent for this.
