RST tool versions

Dear List:

Different RST users are using different versions of Mick O'Donnell's RST
analysis tool.

It has gone through a sequence of changes, enough so that I want to
recommend that, at least for new work, you should download the latest
version, currently 3.1.1.  For Windows users the link to Tcl/Tk has been
eliminated, there is a very useful Undo, displays have been improved and
more.

While there are still some improvements still to come, the present set is
worth getting into your machines.
