Not unique to German, e.g., in English, why should the first be treated
differently from the second.

I saw Bagdad / before it was bombed
I saw Bagdad / before the bombing

... these are semantically close, it is just in the syntactic
realisation that they differ. As RST is a semantic/discourse
level analysis, not a syntactic/grammar level analysis, the
differences in syntactic containers should not matter.
