New RST web site

Dear RST list members.

The RST web page has a new address. The old site
(http://www.sil.org/~mannb/rst/) is no longer maintained, and links on that
site are now redirected to:

http://www.sfu.ca/rst

The look is a bit different, but I have kept the general structure of the
old site. If you find broken links or anything that doesn't work, please
let me know. Likewise, if you have suggestions for anything else to include
on the site, they'll be more than welcome.
