A tool for depicting cross-dependencies

Dear list members,

I am looking for a tool similar to Mick O'Donnell's RSTTool (or some adaptation of it) that will accommodate cross-dependencies, such as those advocated by Wolf and Gibson.  If anyone knows where I can get hold of such a tool, I would really appreciate your sharing this knowledge with me.  Thanks
