Questions regarding numbers of small panels aside, small panels --
at which papers may be longer and which may generate more discussion --
are not a bad idea. In fact there was some talk over the paast couple of
years at Exec Council meetings regarding the question of allowing them, or
maybe even encouraging the, for these very reasons. One of the best panels
I ever attended turned out to be one at which there was only one paper
because the other participants couldn't make it. The talk went longer,
was unrushed, and gave rise to a really substantive discussion.
