This spring I had a similar experience with a FAX number at an institute
in Russia. It turns out that not every fax is received completely by
them. Sometimes they lose the first page, sometimes the last, sometimes
the whole thing. Sometimes, I suspect, the office simply "forgets" to call
the person to whom the fax is addressed to tell her there is something
there for her. I therefore started calling to check on the arrival of
the fax after every fax I sent. Perhaps something of the sort has happened
to your faxes?
