Seelangers!
     I have just heard from a colleague that the system for sending
invitations from an institute of RAN has changed and that now the Academy
itself sends the invitation to the nearest Russian consulate.  Has anyone
gone through this new process yet?  Is there a consulate in Chicago (closest
to Madison) and what is its address?
