A small footnote to Ben's description of how Cyrillic Central works:
The current version of Cyrillic Central (which works in all versions of
Windows) will convert not only a text file, but also the contents of the
clipboard. This means that you don't have to save your original document as
Text. In your wordprocessor, you select the text to be converted and click
Copy. Then click Begin, in the Central window, and return to your
wordprocessor. Click Paste, and the converted text is pasted into the
document.
