Perhaps it's a "folk memory" of cannibalism of
earlier times, mixed with a taboo on speaking about
the subject.

Cannibalism probably existed in certain extreme
situations in those lands at that time, but maybe it
was taboo to speak of it.

The person who committed cannibalism was thereby
appropriately demonised.
