Since displaying prices in dollars has been prohibited in Russia, Ukraine and, I believe, many other FSU countries, a term "uslovnyje jedinitsy" (ukr. umovni odynytsi - u.o.) was invented in 1995 (I'm not absolutely sure about the year). In this context, it's just an euphemism for US dollar, nothing more. While prices in rubles (hryvnis, etc) can change very fast, prices in u.e remain relatively stable (as long as dollar is stable).
