There  is  no  need  to  send  an aircraft to the area with "sensitive
military  installations"  -  you  can get the photos of it from space.
There  are  lots  of  high-quality photos of any US and major European
regions.

They  are  available for civilians too, not only for military. You can
choose  and  buy  online  high-resolution  (objects larger than 1 or 2
meters  are  visible)  from www.sovinformsputnik.com (various exSoviet
and  Russian  satellites), www.spaceimage.com (Radarsat, Ikonos, IRS -
Indian    Remote    Sensing,    Landsat    and    other   satellites),
www.digitalglobe.com  (french  satellite  Spot,  many  small QuickBird
satellites)  and  www.orb-image.com  (OrbView  satellites). As you can
see, security is not a factor.
