What a shame--it sounds awful.
I had a very good experience in Moscow and St. Petersburg with the St.
Petersburg Host Families Organization, which I located through the Rough
Guide series, a year or so ago, even though I don't speak Russian (French and
some Czech) and was traveling on my own. They did all that they promised
(well, 95%, let's allow for some human error) and my impression of the
organization was positive.
