Broadband VESTI from RTR

Mayak works only occasionally these days. It used to work nearly all the
time. What happened, I believe, is that when Exo Moskvy stopped regular
internet broadcasting a few months ago, lots of all-talk radio fans switched
to Mayak. As a result, Mayak's limited streams were overrun.

> Radio Mayak did not work. I had an error message "Server bandwidth
exceeded."
